Meeting Your Obligations: AS 3745-2010 and Your Facility

The Australian Standard AS 3745-2010 outlines clear requirements for emergency planning in facilities, placing specific obligations on those responsible for the safety of occupants and visitors. Here's a breakdown of key requirements:
 

Emergency Planning Committee (EPC):

  • Formation: Every facility must establish an EPC, comprising representatives from management and stakeholders, including occupants with disabilities where reasonably available.

  • Responsibilities: The EPC is responsible for developing, implementing, and maintaining the emergency plan, conducting risk assessments, identifying potential emergencies, and ensuring adequate resources are allocated for training and equipment.

  • Meetings: The EPC must meet at least annually and keep detailed records of their meetings, decisions, and actions.
     

Emergency Control Organisation (ECO):

  • Establishment: The EPC appoints an ECO to direct and control the implementation of emergency response procedures.

  • Composition: The ECO must include a Chief Warden as a minimum, with additional positions (e.g., Communications Officer, Floor Wardens) as deemed necessary by the EPC.

  • Training: All ECO members must receive comprehensive training on their roles, responsibilities, and procedures for specific emergencies, including evacuation procedures for occupants with disabilities.
     

Emergency Plan:

  • Development: The EPC must develop a comprehensive emergency plan that covers emergency prevention, preparedness, mitigation, and response activities.

  • Content: The plan must include details of the EPC and ECO, emergency identification and analysis, evacuation procedures, contact details, training schedules, and evacuation diagrams.

  • Distribution: Relevant sections of the emergency plan must be distributed to ECO members, facility occupants, and visitors, ensuring the information is provided in an accessible format.

  • Review & Amendment: The emergency plan must be reviewed at least annually, after any emergency, and following any changes that affect the plan.
     

Emergency Response Exercises:

  • Testing & Implementation: The emergency response procedures must be tested within 12 months of development, and all occupants and ECO members must participate in an evacuation exercise within that timeframe.

  • Ongoing Program: A program of ongoing emergency response exercises must be established, including evacuation drills, to ensure continued effectiveness and maintain competency.
